Publisher IS a web building tool, even though it's not as proffesional as
frontpage.
Even though publisher can create webpages, it's not really made for
webdesign as such. If you are going to make webpages, or maby a complete
website, I would strongly recomend you to use frontpage instead. Publisher
could still be used to build the basic setup of a page, and then imported
into frontpage, to make the final retouches of the page.
Publisher don't have the tools you need, to get complete controle of your
webpages, wich often means that the design you end up, with when viewed in a
browser, isn't always what you really created. Frontpage do have those
tools.
Publisher might be a little bit easier to get started with than frontpage
is, but within a few hours of practise with the programs, you would most
likely end up getting very frustrated of Publisher, and very fond of
Frontpage.
